Oppression could be a decent perk
The fact that you can damage multiple generators with one kick is very strong, especially if you are a person who doesn't like to be damaging generators all the time.
We can all agree that the only reason this perk isn't used much is because of its huge cooldown, 80s is a lot of wasted time to be able to use this perk again, which is why many people prefer to use Surge/Jolt.
If oppression had a lower cooldown, I think it could even replace some perks and even create other builds and we also know that the base gen regression is not very good and sometimes damaging it can be a waste of time, but being able to damage several at the same time can be useful if you can do it constantly.

I feel like I'm one of the only peeps who runs Oppression :(
I feel it's one of the stronger slow down perks. That cooldown does hurt it a lot but I've found it can really clinch the win at the end (since many struggle badly to hit the skillcheck if they're on a gen and if they're not on a gen, that gen is going to start regressing)

If the long cooldown is to stay, all gens affected by Opression should regress faster and failing the Opression skill check should block it for the duration of the cooldown.
Once the cooldown starts to negatively affect survivors THEN enough people will complain about it. Right now, it only affects killers, so who cares..??

Well the skill check part is essentially irrelevant so it's basically just letting you kick multiple gens at once. Honestly base gen regression is so abysmal I don't know if this perk would even be overpowered if it had no cooldown. That's how bad base regression is. They like to to play it ultra safe though so at least bump it down to 30 seconds.

Long CDs are what ruin a lot of perks, Oppressive, Dragon's Grip and Blood Echo are just to name a few.
