Will we need to level our characters to level 15 after prestige to use 4 perks? Or it will be unlocked like the perks, addons and offerings?

    You need to P3 them for unlock their perks on others. So if you p3 everyone, all perks will unlock on all characters. But you need to level 15 them for open 4 perk slots.
