Some Perks I Came up With :P
Killer:
Lockdown - After all generators are repaired, Lockdown activates. The next time a survivor interacts with an Exit Gate, the survivor will scream and become Exposed for 40/50/60 seconds. This effect persists until putting any survivor into the dying state, in which Lockdown deactivates for the remainder of the trial. [Works with No Way Out in the sense that the exit gate will be blocked, but the survivor will still scream and become exposed.]
Hex: Inescapable - Once the Exit Gates are powered and there is at least one Dull Totem remaining in the environment, Hex: Inescapable activates and lights its Totem: Whenever a survivor stops opening an Exit Gate, the Exit Gate's opening progress will begin to regress at 100%/150%/200% speed. Exit Gates take an extra 3/6/9 seconds to open. The Hex effects persist as long as the related Hex Totem is standing.
Hex: Weakness in Numbers - A Hex that affects other Hex perks. All Hex perks that are equipped are put into a single Hex Totem in the trial. Whenever a survivor is put into the dying state by any means, the Entity will block the Hex Totem for 9/12/15 seconds, which stacks the more survivors are put into the dying state in a short amount of time. If a survivor was cleansing or blessing the Hex Totem when the Entity blocks it, they will scream and be interrupted. If a survivor cleanses Hex: Weakness in Numbers and the same cleansed totem is rekindled, the Hex perks equipped will be reapplied to the rekindled Totem. The Hex effects persist as long as the related Hex Totem is standing. [If Hex: No One Escapes Death or Hex: Inescapable are in play, they will also be put onto the single Hex Totem. If Hex: Weakness in Numbers is cleansed before either of these perks are active, they will be sent to another random dull totem and will not stack with each other as Hex: Weakness in Numbers is not active anymore.]
Unstoppable Hunter - While in a chase, any time the killer breaks a pallet, they will not lose any bloodlust stacks. Bloodlust stacks grant an additional 3%/4%/5% movement speed [Tier 3 only]: and can stack up to a fourth time.
Survivor:
Boon: Strength in Numbers - Press and hold the Active Ability button near a Dull or Hex Totem to bless it and create a Boon Totem. Soft chimes ring out within a radius of 24 meters. Survivors inside the Boon Totem's range benefit from a 5%/10%/15% increase in speed to the following actions: Cleansing, blessing, repairing, sabotaging, rescuing, searching, and rummaging. Boon: Strength in Numbers does not stack with other instances of itself. You can only bless one totem at a time. All equipped Boon Perks are active on the same Boon Totem.
Dead Hard (Rework) - When the killer uses a Basic Attack against you while you are injured, Dead Hard activates for 1 second. While active, you cannot take any damage. Dead Hard causes the Exhausted Status Effect for 60/50/40 seconds. Dead Hard cannot be used while Exhausted. [I know it isn't good, but I believe it's better (and weaker) than what it is now.]
Durable - After being hooked, Durable activates. For the next 10/20/30 seconds, the hook timer will not go down as long as you are inside the killer's terror radius. Durable's timer is paused when you are unhooked and resumes once you are hooked once again. After Durable's timer is up, Durable is deactivated for the remainder of the trial.
Engineering - While repairing a generator, Engineering activates. After succeeding in a Great Skill Check, 1/2/3 of the furthest generators from you will gain the Great Skill Check progression bonus to its progress. If the generator is blocked by the Entity or being damaged by the killer, the generator is not affected. Engineering deactivates after you stop repairing the generator, but reactivates once you continue.

Durable is interesting. I have wanted a reverse Kinship.
I play killer and survivor and I like Dead Hard as it is, but if it needs to be nerfed, I hope they either give it limited tokens or make it something you earn.
Engineering just feels weird. Maybe it would be cool if it affected gens others are working on. Just seems supernatural to work on more gens than one.
Inescapable would be quite dirty, but it would make rescues a lot harder. I still like it more than No E D.
People are already crying about Bloodlust. Unstoppable Hunter would make people uninstall lol. Better learn the shift tech!
