Chapter/s idea. Paths not followed: Alternate Universes Joey survivor
I've been mulling this over for a while about certain killers (and a few survivors) who if they did one thing differently whether their alignment (killer or survivor) would change. In other words, the entity takes this person from a different universe where they choose differently compared to their 'mainstream' counterpart.
For killers this would be Philip/Wraith, Rin/Spirit and Joey+Susie of the Legion. I have a few ideas for which survivors could become killers but I'd rather hear opinions on it. In the case of Wraith and Spirit, you could simply have Azarov or Rin's father be the killer instead because Philip refused to kill Azarov and thus got killed himself and Rin did not allow rage to consume her, only sadness and a desperation to live and thus the Entity carried out their original plan of making her father the killer.
Joey is the one I want to dedicate the first part of this to because he's lacking in lore but I find what little we do know interesting and he's my favourite character on both sides. Joey to me cosplaying in the 90s is a big geek/nerd and got bullied extensively which fuels his hatred and why he joined up with Julie and later Frank. For the sake of expediency I'm going to just tell it quickly and not as though I'd write if writing for a lore page or tome or whatever.
Joey Basic Lore
When the mask is off he is the same 'keeping his head down' almost timid guy who just wants to do what he has to, get his work hours done so he can get on with living. Unfortunately whether due to the colour of skin or his personality he ends up being the scapegoat for when things go bad and gets fired from numerous jobs because of it even for things he had nothing to do with. This again feeds into his desire for revenge on society and thus takes part in the vandalism, thievery, arson etc. that the Legion does.
The critical moment however is when murder gets added to that list. Of course in the normal universe, Joey kills albeit reluctantly, perhaps concluding that no matter what he did this guy was dead either way. In this one however, Joey refuses, discards his mask and realizes that the cleaner is still alive and could be saved and that if the others left now Joey wouldn't finger them. This makes Frank furious who then gives Joey an ultimatum "Stab him, or I'm gunna stab you". This freaks Susie out who attempts to flee the scene and Frank orders Julie after her.
Joey tries to flee but Frank is quicker and is upon him. The two scuffle in the store and eventually Joey draws blood surprising Frank by drawing his weapon and slashing him across the shoulder. Joey wasn't intending to seriously harm him, merely get him to back off and calm down but this wound has the opposite effect enraging Frank sending him into a 'frenzy'. He pins Joey to the floor and stabs him multiple times in an anger. Eventually sirens are heard and Frank relents and flees. Laying there dying but not yet dead the fog takes him.

In this case, his mask is discarded the black hood is down and he no longer carries any markings of the Legion and obviously has no blood on the hoodie. Other adjustments might need to be made to clearly distinguish Joey survivor from Joey killer or you could change his default appearance entirely. Based on the damaged photo, Joey appears bald so we'll go with that. That would also help distinguishing him from his killer counterpart.

Special Interests (Based on Joey's interest in cosplaying video game/comic book characters).
You've always paid attention to every fine detail in subjects others care little for.
- Whenever you start to bless or cleanse a totem, you always know where that totem is. This works for up to 1/2/3 totems at a time. (I.e using it on a fourth one at max level would cause knowledge of the first one to disappear). For each totem cleansed (not blessed) gain 15% cleanse speed.
This perk is sort of designed as an anti NoED. Often it is better to leave totems where they are so that if NoED does come up you know where it might be as opposed to it spawning in the middle of nowhere. However you might forget their exact location in the heat of the moment. Also handy if you get interrupted mid cleanse. Small game, detectives hunch and counterforce all have different niches.
Scapegoat (Based on Joey's history of being fired)
When things go wrong, people always tend to blame you.
- Whenever the killer would receive a noise notification, you also receive it, it is targeted at your location instead and your aura is revealed to the killer for 10/8/6 seconds. This effect has a cooldown of 30 seconds.
Not sure whether this is balanced especially combined with distortion or other aura blocks but it is very thematically appropriate. This is for players who wish to 'engage' with the killer.
Defiant Resolve (Based on Survivor Joey refusing to give into peer pressure)
You have lines that must never be crossed and will put yourself in harms way if necessary.
- Upon taking a protection hit any other survivor within a 20 meter radius gains 5% haste for 10 seconds. You have the broken status effect for 60/50/40 seconds.
Not sure about this one. Giving how protection hits can be abused, combining it with a speed boost might be annoying so I added the broken effect to give it a significant drawback but I wanted something around protection hits that hadn't been done yet (to my knowledge).
Well that's all I've got. I would greatly appreciate feedback on any part of it whether about Joey or about the other killers that could be survivors or survivors that could be killers.

A JOEY POST!
Anyway, I like the idea of Joey going against Frank, as well as how you fleshed out his character more.
As for the perks, I like the totem one. I'm assuming that once you find a totem you can just tap it and come back to it later, which sounds really helpful for dealing with NOED and for hexes such as Plaything or Undying.
Scapegoat might be useful for tricking the killer or attracting attention, but it doesn't give you any benefit and there's no controlling when it activates. Imagine you're on the killer's Devour or NOED totem when this perk activates, or if you're trying to heal? My changes to the perk would be-
- When the killer would receive a loud noise notification, press the active ability button to activate Scapegoat, revealing your aura to the killer for 10/8/6 seconds.
- Scapegoat allows you to see the killer's aura in return.
Defiant resolve seems pretty good, but there are other things you can use like exhaustion perks to take a protection hit and get out of there without being broken and with the opportunity to use it for more things throughout the match. Instead of being broken, what if you healed over the next 40/30/20 seconds? This wouldn't be that abusable either because you won't be in a position to bodyblock a killer for 20 seconds. This timer could even pause while in a chase or something.

Not particularly fussed on the in game effects just how they fit in with the lore I wrote. Admittedly I wanted a better/different totem hunting perk most of all. Small game just isn't reliable and counterforce can get messed with due to boons and detective's hunch is limited time only. Yes the idea is tap and find it later in case you can't complete the cleanse.
Scapegoat is meant to divert attention away from weaker players so you can carry better. It doesn't help 'you' but it helps the team. Maybe what you said is best but I was going more for flavour win here.
Defiant resolve was the one I was least sure of. There's a lot of 'protection' hit effects like Mettle of Man, so I was cautious of stacking too many together. We're Gunna Live Forever I suppose only gives blood points for protection hits rather then any gameplay effect so I suppose that doesn't count.
