Future Pop Goes the Weasel: How to lose 10 seconds in one kick
BHVR: "It’s clear that [gens] are being powered quicker than we’d like. By slowing them down slightly, we hope to give Killers a bigger window"
Also BHVR:
Kicking a future 90 seconds generator with current PGTW would always destroy 22.5 seconds (25% x 90s) of gen progress as it is always calculated from the total progress (100%). Kicking it with the future PGTW will however destroy much less progress as it will be calculated from the current progress. So much less that even a generator running at 70% will only regress for an amount equal to 12.6 seconds (20% x 70% x 90s) of gen progress destroying 9.9 seconds less progress than the current PGTW.
Assuming that you kicked 5 (90 sseconds) gens running at 70% with PGTW, the future PGTW would each time destroy 9.9 seconds less gen progress than the current PGTW thus completely eating up the additional 10 seconds survivors need for each gen. Considering 5 gens is a low number to kick and the differences in destroyed progress get tremendously worse when kicking gens beneath 70% that is not how you "give killers a bigger window". Especially when you make Ruin a high risk vs. low reward perk in the same run.
Then again killers will be able to kick gens 0.2 seconds faster - that will surely do the trick! 🙃
(I left out the upcoming 2.5 seconds of base kick regress as it would lead to the same differences)

This is just a flat out bad way to compare them. They should be compared in regard to time, and you shouldn't use current Pop with next patch's gen times, as the changes are made together considering one another.
Currently kicking a gen with pop will always gain you 20 seconds.
Next patch kicking a gen with or without pop will always gain you at least 2.25 seconds from the base 2.5% regression, added onto the numbers you use above, meaning a "100% gen" would regress more than 20 seconds overall anyway.
Yes, Pop has been nerfed overall, as has every other meta perk, but it's a lot smaller than you're making out, as the base changes offset it significantly.

Fair enough
So breaking even at kicking 5 gens at 43% (20% x 43% x 90s + 2.5% x 90s) now. Kick more with less progress and you lose out.
Those numbers still seem quite realistic and it just seems like a zero sum game and certainly not like giving killers more room for anything.
