New Killer Idea: The Necromancer

I am sort of tossing this out into the void to see if it picks up any traction so the devs look into it. Anyways, I had an idea for a new killer that I thought would be a lot of fun that I call the Necromancer. The concept is to have a trap based killer that focuses on anti-looping with necrotic magic and beats survivors to death with a broken tombstone. I was hoping to make a discussion with you guys to basically let me know if the idea sounds too weak or too strong. This is the idea:

Call to Arms - Press and hold the power button to fully charge and activate Call to Arms. While charges, hitting the Ability button will place a trap on the ground where The Necromancer is looking. When a survivor passes over the trap, decaying arms will come out of the ground to ensnare and slow them. Survivors can perform the Break Free action to escape or they suffer from the Hindered status effect and are unable to sprint. (think of a combination of The Nightmare's Dream Snares and The Cenobite's Summons of Pain). The Necromancer may also place this trap on a wall in order to ensnare a survivor on the other side of the wall within 2m.

Special Attack: Phantasmal Force- Press the Attack button while holding Call to Arms to Phantasmal Force. This unleashes a necrotic manifestation which will damage any survivor in its path. (Think The Executioner's Punishment of the Damned, but instead of launching in a straight line, it will manifest a phantasmal hand that will swing in a small cone. So...less distance and more area)

Special Ability: Entombed - Any survivor who is placed into the dying state while affected by Call to Arms will be unable to crawl. (I envision this as the player is partially pulled into the ground so other survivors must unbury them to go from dying to injured.)

What do you guys think of this? I don't think it would be too strong as his traps wouldn't stop players completely like Trapper's do, nor do they damage. It's more of a hinderance like Cenobite but doesn't last as long. I imagine its activation being similar to Nightmare but extra emphasis on using the trap to stop players on the other side of a wall/ car/ hay bale/ etc. It would also be an interesting concept for being the only killer that could prevent downed players from crawling (making pallet stuns harder and forcing survivors to think more). Trapping through walls and being able to use Phantasmal Force would be this killer's saving grace as he doesn't have any increased movement abilities and isn't the fastest killer anyways. Thoughts?
