Why does Residual Manifest only give a yellow flashlight instead of a green?

Title. I don't really understand why it doesn't just give a green flashlight. Example: Pharmacy. Faster chest looting and guaranteed green medkit. I have about a billion yellow flashlights and surprisingly little green flashlights as they seem to be very uncommon in my webs.
It's a perk based on using a flashlight on the killer (which you can't always do, and some games basically never). It could at least give a good quality flashlight instead of a basic yellow.
