I think it is probably a tiny buff? It is more valuable for the killer to be able to come to Survivors bit closer rather than everyone can see each other more... however the distance is almost the 2x as much range then before which is quite a lot.

Thoughts?

    I want them to see each other. The biggest mistake survivors can do against me is to heal each other during nightfall.

    Seems like QoL for the survivor-side, buff for the killer.
