That happens with a lot of Killers shadows since the model you "see" and is used for the animations in first person is not the model the Survivors see moving around, the game has 2 models for each Killer, you can notice it with other stuff, Leatherface for example has his chainsaw on the left hand and his hammer on the right one but the model the Survivors see he has both hands gripping the chainsaw and the hammer on his right at the same time he grips the chainsaw brake.
Myers, Hag and Trapper have this same wiggling shadow while Trickster, Jigsaw and Deathslinger have static shadows which barely move no matter what you do. Its not exactly a bug but more of a coding mistake on how the shadows are created.

Oh no that's just regular 1st person shadow things. Play Pyramid Head and he doesn't actually have a head, for example, and Myers' hand is wonkey as hell.
It's just fun ways the devs manipulate the models to stop them showing up on the camera
