There isn't 320 perk tiers in the game tho (on killer)...
Killers have 6 full pages of perks and 7 perks on the 7th. That's a total of 97 perks so 291 tiers.
Survivors have 7 full pages and 2 perks on the 8th. That's 107 total perks so 321 tiers.
Welp I KNEW it would be worth getting haddies perks on the survivors.
But fr, nothing for killer players who got dredges perks on everyone else?

Odd choice to count 70 perk tiers for the first level but 50 for each subsequent level after that.

I will admit it's interesting they didn't have two different sets of tiers for killer and survivor considering the large difference in amount of perks. Maybe they'll take this feedback and reconsider.
It's not like it's only benefiting/hurting certain people, but it does feel kinda bad that one side of their game is inherently unable to get the max 6 prestiges.

Related, one thing I've wondered is do the character's base 3 perks count as tiers, given them a +3 by default?

It looks like there's more going into them calculating prestige levels. I'm watching a stream now and when the streamer logged in they had characters at 11/12 prestige. Still they should adjust the levels for perks unlocked but atleast you could go above 6.

I think they do.
My survs who have all the perks on 3 are prestige 6 now, but Jane, who has all the perks but two of them are tier two, so she is prestige 5. So I assume that the other characters have 321 perks and she only has 319 perks. If the 3 base tiers wouldn't count, my other survs should be at five aswell.

They are factoring in something else that we are unaware of. I agree though.
I got all perks on all killers without prestige and most of my killers went to 5 except the ones I have not played as much.
Killers I have not played very much like Nurse were prestige 2-4 even though they had all perks.

I think I understand now. The snapshot the PTB is using is before I had Max perks on everyone.

They are definitely factoring other things. Most of my killers are prestige 10-11 now. Even killers I barely had anything on went up a prestige which surprised me. My most optimistic projections of where my characters would end up were beaten.
