I had this game where my teammate had the unique developer shirt.She was using macro.Was it just a hacked skin?

Probably a hacker.

If you run into anyone with dev exclusives, they probably cheated it in and you should keep an eye on them. If they're playing sus, that just turns the 99% into a 100%.
