How to unlock Legacy Prestige Portraits?

Do you have to only P1 your character or do you only get it at P3?
I couldn't find any official informations about this

P3 is required but lvl 1 is enough.

Basically, if you only prestiged a character once or twice, BHVR is giving you the finger :)
