Stop calling it bug or issue. If it was unintended it would have been fixed already. But it was never fixed, right?
It was added to the game around May and affects both sides. So it is kinda fair mechanic.

Well if rubberbanding doesn't exist you'd get disconnected from the game instead, so yeah it might actually be a feature.
