Why are matchmaking incentives unavailable when crossplay is off?

I don't want to play with crossplay on just to get more points. Why do we have to? Is there a more technical reason?

Because they want to force people to use crossplay.

Because the incentive is based on population across all platforms, if your not part of that population then no incentives
