Stranger Things characters' perks are only at level 1 on all characters even though all are P3.

As you can see in images, my Steve and Nancy and Demogorgon are all P3, but on all characters their perks are only at tier 1. Also some of the non-character perks are randomly at different tiers on different characters even though all are at least P3. Logs attached.

There's been two others, at least. We're all debating whether or not it's a bug, or what's happening/happened.

This is intentional since they are general perks now. There is a comment from Mandy about this.
