Soooo why do I still have to fish for basic perks

In all honesty. Why is it if we have ALL perks shared across everyone it doesn't just give us the T3 of all the base perks as well? I just wanna farm items. Not have to go for all the base perks on every single person again for like no reason. Meg is 44 and still has T1 things i'm grabbing that are just basic. Same on Killer side
