What happened to the matchmaking incentives?

They were working fine for the first day of the update, and now they're gone. Killer queues are 8+ minutes so it can't be that the queues are balanced.
Bug? Server issue? Change of mind?

There was a bug giving 100% to survivors and would not change with the number of players queueing. The turned it off until it is fixed.

So presumably they will be coming back once they unbork them
