Lag Glitch? & WGLF bugged?

https://youtu.be/jU3vdHsK2MEIn this match, the Hillbilly looked like he was passive phasing and survivors were teleporting constantly after certain intervals throughout the match. Didn't seem like the Killer was lag switching, felt more like a frame issue. I could be wrong.
Also, as you can see in the video that I got 4 We're Gonna Live stacks but I didn't recieve any bonus bloodpoints in this match. This same issue occurred in the match prior to this one. Anyone else faced this issue on PS4?
Both issues were fixed after I restarted my game and reselected WGLF in the perk slot.

I've seen just half of the video and can already say he was just lagging, some spikes maybe because he uses wi fi.
