can some one explain like if i cleanse more than 1 does it stack or what if i cleanse a hex after a dull do i get the 16 %

No it doesn't but recently I was thinking I would be could if overzealous had tokens

It doesn't stack.
If the game is coded correctly if you cleanse a Hex after a dull, or vice versa, you should get the 16%.
