Why every DLC (game included) is discounted except for sadako's, dredge's and wesker's?

Too new. Those are the most recent DLCs, so they are not discounted.

This usually happens with a new chapter release (and is why I always suggest new people purchase DLC around the time of the Chapter releases, because they're always on discount). Every Chapter except the past couple go on sale, with the older DLCs being discounted much further (Silent Hill was 30% off during the release of the original RE chapter, and now it's 50% off, for example)

So when we can buy them on discount more or less?

maybe next chapter release, the sadako chapter will be cheaper, but im not sure. As for dredge, just buy him or the survivor with iri shards imo. Wesker's chapter isn't gonna be on discount for a long while.
