I'll explain why I put the new resident evil perks in where they are now.

Low Profile and Reactive Healing. ~

After the buffs they both received, and some games running them with a specific build, they can be a really decent solo queue perks and can be worth the perk slot, that's why they're both ranked in the Decent tier. Low Profile for killers who slug for the 4k or if everybody went down, you could pair it with WGLF to get everybody up while having no trace, and Reactive Healing so you can gain healing progress when injured, say if you are getting unhooked and if the teammate that unhooks you gets hit, you gain healing progress, run that with a med kit, Resurgence, or COH for a nice heal after getting unhooked or in other situations.

Blast Mine ~

After the ''Nerf'' it has received, it is less valuable and not as good, which is why it's in the Mediocre tier.

Hyperfocus ~ Very good perk if you can hit the greats a lot, can be great with toolboxes and SWF's.

Reassurance ~ After the nerf it isn't as good, but it does its job well, pausing the wiggle timer is very strong.

Better Than New ~

I don't see the point of running this perk if it only affects Healing, Chest Opening, Cleansing, and Blessing. If it also affected generator speeds it would defiantly be higher on the list.

Wiretap ~ Aura Reading is super valuable and for only 33% of generator progress I'd say this perk is extremely good for SWF's and solo queue for information on where the killer is.
