Why do the devs create perks that only exist to make solo queue players want to uninstall?

Killer is always a solo queue.

the perk sucks in general because there is no way for killers to know if they are facing solos (which makes it useful) or swf (which makes it a useless slot)

That's why Hex : Third Seal is my guilty pleasure when I play killer. On one hand it gets so much value when not cleansed early, on the other it's especially lethal for solos.
