If I get unhooked before the last gen pops then why should I lose Endurance when it does

I understand and pretty much completely agree with not having decisive or OTR after the last gen pops since it can create situations where you can't hook the person that has been unhooked, but if I get unhooked then the last gen pops why should I lose endurance from OTR or decisive strike.

    Collateral damage to avoid exploiting the perk. Swf could hypothetically just time the unhook with a gen pop and create the free escape situation they are trying to remove from the game.

    The endurance is tied to the perk being active and the perk deactivates when the gates are powered
