Source of evidence?
Blight attacks with his power itself during the power. Nurse's power is exclusively movement and she comes to a stop before she attacks with zero carried momentum from the blink, even if you queue the attack to happen on the first possible frame.
This is the reason that Demogorgon's Shred is M2 (because it attacks with the power) while Spirit's out-of-phase attack is M1, because her power is exclusively movement and the attack comes immediately after the power ends.

I asked McLean, a former dev that had a hand at creating Nurse, myself and I was given 3 reasons.
1. Nurse functionally has no basic attack since she's slower than survivors.
2. Her attacks were deliberately designed to emulate a basic attack as closely as possible. All that there are very, very minor differences (such as the reduced range).
3. It opens up a can of worms of what is/isn't a basic attack again. Oh, Nurse's doesn't count? Why should Slinger's whose attack even deep wounds you? How about Hag who teleports? Should it be determined by a balance perspective or by the attacks' properties?

I'm not sure what this is in response to.

Oh, it's just that you wanted to give reasons. I wanted to follow it up with explanations by one of the people that had a hand at Nurse.

Oh! Thanks for the source. I had heard people talking about McLean talking about similar things multiple times at different points in time but I wasn't sure where to find a clip of it before.
