Who is better Terror Radius build user? Doc or Wesker?

Doc has random skillchecks, making them more difficult to always hit.

Wesker however has 8 meters bigger terror radius + combine with Distressing it can be around 50m if I am not mistaken which is big difference. However no special skillchecks.

I am talking about builds something like these:

With Distressing:

Doc = 40m radius (no addons) + more tricky skillchecks

Wesker = 50m radius

    Starstruck will be better on Wesker, and this build is for doctor because of his skill checks

    Just doing some quick math Wesker's terror radius affects an area just over 1.5 times larger than Doc's, assuming part of it isn't chopped off by map edges.
