It can be assumed that Julie was preppy in some ways and someone who got fairly good grades. Frank was the one that ruined her. Julie was said to be a bit shy and naive, and basing off her cosmetics, she's very dedicated to her schoolwork. Joey is loud and brash and a show off. We know the least about him.

If Frank didn't love Julie then he was infatuated with Julie because of her beauty. He wanted out of the system and hated his life there, but stayed for her.
Frank also is a charismatic, attractive and in great shape dude.
Susie is shy, naive, smart, and awkward girl. She wore braces and came from a poor family.
Frank probably would think he was too attractive for Susie, and also that Susie isn't pretty enough for him. He wanted the prettiest, most popular girl in school. Sure he may of had SOME sympathy for Susie because of his humble background, but in the end Susie was more so someone easy to impress and manipulate, a pawn or audience really, not something he would want to get involved with.
The murder happened because Frank was trying to impulsively protect Julie, not because he felt like killing. He probably could easily develop a taste for it, and obviously did, but it was his protective instincts for her that lead him to do so. I don't think he would have hurt Julie like that and slept with her best friend.
Him staying in town, making friends with the Legion, and the murder were all for her. I mean, truly probably for him, but you know what I mean.

From reading the bio, Susie is shy and naive and Julie's best friend. When you look at her outfits, you learn she wears a sweater from the lost and found instead of her own clothing. We know she wears braces, hence why her mask is styled like a giant tooth stitched together with brace wires. Her outfits are listed as "Volunteering" and "extracurricular", and makes not of her needing to apply for college soon. We can gather she was a good girl who came from potentially humble settings.Also the devs have said she is kind of weird and eccentric, that spazy awkward smart girl in one of the dev videos on YouTube if I recall.

Joe likes to show off, and likes knives. He was the first to stab the cleaner after Frank, and did so at the first request of Frank. He wears all black.JULIE
Popular, pretty, blond, thinks she's better then the town she grew up in. Julie only chose to stab the cleaner after Frank yelled at Susie. She didn't want to kill the cleaner, and had to close her eyes when she stuck the knife into his chest. She then forced the action onto Susie by handing her the knife. Maybe to be protective? maybe because she was scared or felt indebted to Frank for "saving" her.3 -

It couldn't really be Jeff that he saw. Jeff appears to be much older than the legion whilst Jeff's backstory interaction with Frank seems to imply that they are roughly around the same age meaning that Jeff was taken long after the legion
