I honestly think The Knight might be what Legion was supposed to be at the start
Lets review Legion real quick and find some obvious hints and similarities they have with The Knight:
DLC name is darkness among us: This hints someone within a group is not trustworthy
The Legion Trailer: Showcase a unmasked Frank and David running to find a place to hide, most likely running from another Legion member. This means during the Trial more then one Legion member would roam around the map and attempt to kill survivors.
The Trailer, The DLC name and even the Killer name kinda missleads what The Legion actually is, gameplay its just one member who runs around, and stab players that force them to mend which stalls out time to build potential pressure and snowball.
But could it be that during test phase, they might been testing Legion to be a much different killer, like being able to disguise themself, spawn AI Legion members to patrol areas and chase down survs?
It wasnt really until Nemesis we started to see BHVR try to push AI into live pvp matches, and now we have The Knight.
Tinfoil on: This maybe is a foreshadowing of a upcoming full kit Legion rework

Legion was already reworked slightly. Highly doubtful they'll touch him again for a long long long long long long long long long long long long long long long long long long long.......long long long....long time. :/

Yeah, while that might have been the original intent, having another killer with a similar power makes more business sense than completely reworking an old established killer.

Legion should have had this ability. Perhaps it was too early for said power? Although the rework was an option.

I don't have the quote, but from my recollection, BHVR has stated that Legion was NEVER intended to have a group function, AI buddies, or the ability to hide as a survivor. They were ALWAYS planned to be a person that stabs you a lot.
I doubt in the most extreme of extremes that Legion will get a rework. If they do, however, it will probably involve them stabbing survivors a lot. That is their niche. Their thing. That is their design. It will always be that. Huntress throws hatchets, Trapper uses traps, Legion stabs a lot.
The most Legion will likely ever get is a change to their 5th stab mechanic to be... something useful. Not some complete rebuild, rather a change to their already established playstyle to try and make it more well-rounded and lethal. Anything more would probably just be used on a new killer rather than wasted on a killer people have paid for long ago. If Legion was OP, maybe a bigger rework would be in the works. They aren't. There's no reason to revisit Legion except to make small changes if they deem fit. Is Legion great? No. Is Legion terrible? Kinda, but not really. Just below average. That's not good or bad enough to warrant a full rework.
I say all of this as someone that has played more Legion than any other killer. My pfp is Legion. I was a Legion main before becoming a survivor main (Nea is a better Legion). It's well and good that people want Legion to be improved, but realistically and ideologically, it won't happen. Their playstyle and mechanics are essentially etched in stone at this point, and nothing will change that.

100% that this is what legion was really supposed to be. That was my thought process when they reased darkness among us picture of him standing against a reflective surface and you can see different mask reflections from just one guy
