Just let them manually cancel Frenzy without having to run the power out. This one change I think will make Legion a decent mid-tier Killer in the hands of someone who knows what they're doing. Don't even need the increase to 115% ms.

That's what they're doing, they're also discussing other ideas like if someone is already injured with no DP then it could take 3 hits to down.
