When it's across multiple games. I.e. there's a pattern that shows you're being targetted specifically, and it's not just to eliminate one survivor early.

If you can show you are specifically being targeted/harassed by the same person yes you can report it. They’re supposed to receive a ban but that’s pretty much meaningless.

Tunneling is used for when the Killer focuses 1 Survivor to get an early 3v1. It doesn't matter who it is but it's mostly the 1st guy caught or the weak link. This is not bannable.
That what you described and if it's through multiple games, that's targeted harassment, which means that one is targeting a certain player to make their games miserable, which is bannable.

When you follow the same person in different matches, stalking them and so on, in that case tunneling over and over might be a violation. Not the fact of tunneling, but the stalking and harassing.

But how does that even happen? The same killer queues up with you like 3-6 times in a row? What are the odds of that?

According to the reporting rules, these are not applicable.
Tunnelling is included.
We assume that "harassment targeting a specific user" means, for example, locking up an ally survivor and not moving for several minutes.
PS: As others have said, continuous sniping may also fall under this category
