What does a plus sign with a circle and cross around it mean?
Hey,
In my most recent game of DBD, playing the role of killer, I noticed on the HUD that above one of the survivors' names was a circle and cross with a plus sign. I have never seen this before.
Just over the last survivors' name on the list, you can see the icon I am talking about.

That's the Broken status effect. It means they can't heal themselves or be healed by another survivor.

Would it be normal for it to be on the whole game?

If the survivor is running No Mither, yes. (it's a David perk after all)
Other options could be For the People or Renewal.
Tip: If you see a survivor is Broken from the start of the game, don't slug them, they can pick themselves up via No Mither.

It means the survivor is Broken and they can't heal themselves or be healed by teammates. This David probably has No Mither, which is a gimmicky perks that permanently applies the Broken status to the survivor using it.

can be caused by several survivor or killer perks (and powers/addons)
David King has an infamous perk ‚No Mither‘ which makes the survivor permanently broken for the whole match.
