Plaything over Third Seal
So both of these perks are hex perks and both apply different, but also similar effects. Plaything makes a survivor oblivious after hooking them, lighting an individual totem after.
Third Seal is tied to a single hex totem, and will give the survivor the blindness status effect until the hex totem is taken down.
I do get the difference between the two and the different value they offer, however Third Seal feels outdated in comparison. With Plaything you cam have a total of 4 totems lit at the same, each providing the same effect, and if you've used plaything before, it can really mess with a team.

I don't run Hex perks because I don't like having perks disabled, but Plaything provides unique value and is a good timewaster.
Blindness add-ons and perks such as Fearmonger and Hysteria are good alternatives that cannot be disabled.

Plaything is mostly there to support a pentimento build though if survivors refuse to cleanse oblivious can get u free hits / downs sometimes

Third Seal indeed feels a bit outdated, but its biggest value comes from disableing Windows of Opportunity, which a lot of survivors like to play, and obfuscating downed survivors, which can be a real hassle. But yeah, hex perks as a whole are in quite the bad spot right now.

The main thing with Third Seal is there's no time limit on the Blindness except for the Totem's destruction, where Fearmonger, Hysteria, etc wear off eventually

Certainly, you will get lucky in some matches and get tremendous value. No time limit is nice until you hear that totem explode. The other perks have conditions but they are unavoidable by the survivors.

Fair point, i usually run plaything when i use face mask and rules set on pig for the extra pressure
Blindness needs to be buffed to hide the red stain

Plus Third Seal isn't necessarily the best 5th totem Hex to mix with Plaything. I've had some success with Retribution since, assuming it isn't cleansed out the gate, every Plaything and/or Pentimento cleanse triggers Retribution.
Thrill of the Hunt could be useful to slow down cleansing, too.
