To be honest I think it's easier to ask what killers are actually fun to play against because most aren't lol.
Back in the day it was all fun and games but nowadays more than half of the time it's all about survivors holding W and that ain't fun for them.
At some point the line between countering loops and just outright denying them was crossed and the game's fun for the survivor side hasn't recovered since then.
Asides from that there's also just bad design overall which is why Freddy or Legion are so boring as well.

Besides having a 10 answer limit I didn't think to put Deathslinger on the list because I certainly don't find getting shot with a gun boring.

Extremely boring. Just hugging walls to keep constant loss of LoS and then randomly wiggling at random times in case he shoots is very boring and takes a lot of skill out of the interaction to me. This is different to say Huntress who does give reaction time to try and juke her at the right moment, that is fun.

Legion. Mend all game = zzz
Legion is super annoying to play against and frankly at some point I don't even want to do gens when I play against a legion, especially if he using extreme slowdown perks. If he is bad, I might try to get through the match; otherwise, I low-key pray my teammates just leave me to die on hook.
Doctors who never down anyone are a close second.

No killer in particular; more like a playstyle. I don't like it when matches right off the bat are just attrition battles fighting against stacked regression sucks. It's just a dull playstyle for someone who prefers chases and just being chased instead of going back and forth between generators until either the killer wins or the survivors manage to get the last generator done because the killer over-committed or gave up with the attrition battle. The game is generally about managing the generators, but when it feels like the killer is entirely focusing on tower defense, it just isn't that fun.
