Knight chase bug or not?

When guard is active - Knight can't start his chase. He can only after guard disappears. Is it normal or it's bug?

actually I noticed this also. His chase music doesn't start, even if I'm right behind the survivor. Bloodlust doesn't add up, nothing.
It seems to be randomly happening, not always so it might be a bug
