Am I misunderstanding Agitation or are speed hacks just that common.

Like if I am running Agi/Mad grit the only reasons I shouldnt catch up to a survivor whos running directly in front of me are Breakout, Hope at End game or Bloodpact because you are a 4.34 killer. Like even if they have one of the those they should be slightly slower than you but basically the same speed so youre not making distance. But I have run into a few survivors who are like less than a meter away without any speed buff perk and still out run me. How? No looping no boiled over screwing things up. Is anyone else having this issue?
