What determines how many pallets spawn
Whenever I am survivor I can never find any pallets to drop.
There are no loops any more it seems. No windows (not that it matters, the time to jump through and killer lunge range means it's basically a free hit when you go for them), no pallets, dead zones EVERYWHERE.
Were they reduced alongside the time to break pallets and the increase in gen repair time?
This is the worst time to be a survivor in the last several years for sure.

The pallets aren't destroyed because those leave wood pieces on the ground, I mean they just aren't there. Anywhere.
Is it just bad luck? Is there a minimum? A maximum? Neither?

As for what determines how many pallets spawn, I'm not entirely sure- I believe there's a certain number that are supposed to spawn, or at least that a certain number of loops that contain pallets are guaranteed to spawn. You might just be getting unlucky with deadzones in the past few games, it happens.
You've also got some tools available in the perks department to make pallets less necessary. Exhaustion perks like Overcome and Balanced Landing give you some pretty decent distance without needing a pallet, and Dead Hard can be used to extend a chase by tanking a hit if you're good at timing it. This is a pretty good time to be playing survivor, overall, there are a lot of good tools at your disposal.
