New effects: Confidence and Fear
When there are survivors who have not been hooked, survivors gain Confidence.
When any single Survivor has been hooked twice, Survivors gain Fear.
When survivors are Confident, they repair Generators 5% slower, but gain a 3% movement speed increase. While survivors have Fear, they repair Generators 5% faster, but skill checks are 30% faster and occur 15% more often.

How would this help with tunneling?
Killers would have more incentive to not hook everyone, because survivors have a 5% penalty to gens.

It's mostly a rough idea. An effect that activates at match start to help survivors that is not beneficial for killers, but by hooking everyone, you activate a negative effect for survivors.
