Is this considered "holding the game hostage"?

So I was in a match vs a very sweaty blight a few weeks ago. Super strong addons and perks, all the good stuff. Within like 5mins we were down to 2 players at 5gens.

I already just wanted out of the game. The killer though wouldn't hook me, also didn't leave me on the ground to bleed out, and when I would try to do the objective to progress the game, they would immediatly down me and pick me up again, so that my bleedout timer wouldn't progress. Last person was hiding expertly btw and the killer just didn't wanna "risk" only getting a 3k.

This went on, until I decided to test how long this person would do this. I tab-ed out of the game and just started watching something on netflix. Only occasionally tab-ing in to see, if they finally decided to hook me. This took like 20mins until they eventually gave up, hooked me and the last person made it out through the gate.

It might be obvious, just still wanna ask, does this constitute griefing/ holding the game hostage?

PS of course when I had the audacity to say something about it in endgame chat, I got the usual, haha, omg it's just a game

This seems to fall pretty squarely under the category of "refusing to participate in normal gameplay."

Survivors not touching gens for an extended period of time is bannable. I would very strongly suspect that the killer refusing to hook anyone for an extended period of time when given the chance multiple times, and not doing anything else to advance their objective (such as searching for the other player) would at a minimum be categorized as griefing.
