Ever since the Halloween event mystery boxes have been removed (I know its not a bug they did it to make bp spending less time consuming) and they didn't return for the Bone Chill event. So they either forgot to enable them for the event or they're gone forever

Yea, until they bring them back for some event, you can't get the achievement.
