An Idea for Overwhelming Presence.
In my eyes this is the least impactful and forgotten perk in the entire game. It ONLY works when using and item in your terror radius. All it does is reduce charge efficiency as well. :P
My idea is to have it slowly drain charges while survivors are inside the terror radius. Slow enough to not instantly sap them but enough to make it a loss. Enough so it doesn't completely nullify Franklins. Maybe the timer depends on certain things like slowing in a chase? I think it'd open up an anti-item build which could be neat and fun. It's new, at the least. Maybe a buff to hoarder could come as well and we would have something solid to work with.
Is it kind of lame? Yea. Most survivors already hate Franklins for removing the one interesting thing they can bring. But 4 medkits completely resetting my pressure a million times is also lame so I don't care. The risk of this could also encourage survivors to invest more into their items if they want to get good value from them, rather than just bring it and it's still useful no matter what. Even if all they do is bring Built to Last at least it's taking some kind of commitment to the easy heals.
There would be counters, anyways. Like what most people do with Franklins you can just drop it somewhere safe and come back to it. It still means they have to waste some time to use it.

disgustingly op. having someone in your tr for 0.1 seconds would be enough to make brown medkits useless and remove a heal from more kitted medkits. Overwhelming is a fine perk it's actually much better than franklins against every non medkit item but killers only care about dealing with medkits so they just use franklins
