"Mangled" Debuff Affects Survivors Recovering From The Dying State

How I Found This...
I was playing against an Oni with Sloppy Butcher and for some reason, my Recovery Speed was reduced despite no perks that slowed down the progress bar being in play (Knockout was not in play).
Affects: PC/Steam (not sure if it affects other platforms)
Steps To Recreate...
- 1: Equip Sloppy Butcher or anything that applies the Mangled debuff.
- 2: Down a Survivor while they are afflicted with the Mangled debuff.
- 3: Survivor that is Recovering from the Dying State will have slower progression and is indicated by a Red Progress Bar.
