Twins - Victor can block exit from being opened
I was last man standing on Grave of Glenvale vs Twins. Victor was at one exit, Charlotte at the other. I went to the Victor exit, he ran in front of the lock and I couldn’t do a thing about it. I couldn’t kick him or access the lock. Endgame is already pretty much garbage so I’m not sure if this is actually intentional or not. Thoughts?

This is holding the game hostage and bannable

No, it isn't taking the game hostage, since the match is in EGC and will end in 3 minutes.
I'm assuming that the Victor was being controlled as opposed to being idle? In that case he made the smart play, because if he can't down you then Charlotte may not not be able to make it over in time to stop the gate from being open.

I was going to say Charlotte does lose collision but with you being the last survivor it doesn't really matter.
It does feel cheesy/bad but I do wonder does it feel any different/worse than the same situation with a trapper trapping both gates and you being the last survivor alive?

It's not a hostage situation if the hatch is available or closed, no.
But theoretically the twins could still do this with 2 or more survivors remaining once the gens are complete. Especially if they set up to block the gates before last gen pops.
That would be a hostage situation if they do nothing but sit there for an extended period, since the game isn't progressing in that state (and can't until one of them moves away or downs someone).

Twins for all their weaknesses are the worst killer(s) to come up against when you're playing for gate in endgame. I didn't know victor could body block the gate though.
I know charlotte can't. She loses collision after being idle for a few seconds.

You can't body block the exit gates with Twins. As Charlotte, you can't switch to Victor until you move a bit away from the exit.
