Link between dredge and the doctor?

I've noticed that both Dredge's and Doctor's lore mention a doctor otto stamper. And I'm wondering if it's the same person? Especially since Doctor killed him in his lore because that would mean it occured after dr stamper created the dredge. Which seems odd to me.
Or perhaps these killers are from parallel worlds with different version of otto stamper.
