DLC-Exclusive skins for those who already purchased the DLC

My apologies if this topic has already been addressed. Basically, I think it's cool that with the ability to buy non-licensed characters ingame, the corresponding DLCs now come with a unique skin on top of a killer and a survivor. However, it seems unfair that those who already own Spark of Madness or Of Flesh and Mud don't receive this "exclusive skin". To me, it seems obvious that they should. (I personally own Spark of Madness and haven't seen any new cosmetics on the Doctor or Feng Min.) Has the change not come into effect yet, or are they really only giving DLC-exclusives to those who purchase it after 2.0?

    I'm fairly sure they don't have their exclusive skin yet. The leather face DLC came with the beaten Dwight head for example, which I got despite having LF when he came out.
