I purchased the game on 2 different steam accounts and they get permabanned after 2 games.. is this even legal?

Bans aren't discussed here, and while I wouldn't say it's "normal" to get a HWID, any hacking is an instant, permenant ban.

ye but i dont use cheats, i have used that account for some hours is not like i was using speed hack or idk whatever the cheats of this game are

It doesn't matter - you used 3rd party tools to modify an account, at that point they don't know or care if you've used any in-match cheats they just know you cheated.

bro i really dislike when people do not understand what i am typing. I NEVER HAD this party tools in my COMPUTER. i logged on this account that had x500 any items/add ons and thats it. i have never used CHEATS

read the games EULA, and the forum rules (bans are not to be discussed here at all)
contact BHVRs support if you want to talk with then about your ban.
2 -
On the question of whether it is legal - from the End User Agreement
Modify any part of the BHVR Services that BHVR does not specifically authorize you to modify.
You connected to an account that did that. Further down the EULA
BHVR reserves the right...to prevent your use and of any and all BHVR services if your Access...violates these rules of conduct.
So yeah, you agreed to it, you violated it. You can argue the violation was minor (they won't care) or that it was accidental (they might), but they definitely can ban you.
There is an appeal process I believe, you can try that.

You played on a save injected account from your PC. You accuse everyone else of not understanding what you wrote, when it seems like you aren't really understanding the issue here.

So if their easy anti cheat detects modification of the game files it will instantly perma ban the device you can try to talk to an employee but you probably won't get un banned

So you logged onto a hacked account and got HWID banned for it.
You either knew beforehand the account was hacked or discovered upon logging in. Did your friend tell you the account was hacked? If so, you deserve the ban. You shouldn't have played those games upon discover either, so you deserve the ban if you discovered upon logging in and played those games.
If your friend did not tell you the account was hacked maybe you should consider dropping them as a friend. Why didn't they tell you?

Many EULAs aren't legally enforceable, oddly enough. See, they have this bad habit of only presenting themselves after purchase--i.e. after the completion of a contract--and trying to establish terms of use then.

It doesn't have to be "legally enforceable" as it isn't a legal matter - BHVR are well within their rights to ban whomever they wish from their service.
