It's likely just because on the test build they use they have everything unlocked.

This is the official description for the image tho. It's also using the old name (inner strength instead of inner healing)

Force of habit from the devs I'll guess. After all, anyone who unlocked the perks when the chapter was still active still have the old icons and flavor text.

It's the ALT text for me. Whoever wrote that would surely have put Inner Healing into their load-out, written the ALT text, knowing that they were required to change the perk name for licensing reasons. They ONLY reason they could legally call it Inner Strength is if they have the license, right?
