Possible connection between the Artist & the Observer

So I’ve noticed something... when you go to the tower on the Eyrie of Crows map (the one Artist resides), the interior is all library shelfs & old antiques surrounding a giant bird’s nest. Well, guess who else happened to have a tower filled with a similar-looking library before they disappeared... the Observer! Is it possible that the tower on Artist’s map could be created by someone belonging to the Observers before Artist took over? What do you guys think?
