^ is called Starstruck in English. It's a Trickster perk that does precisely what you're asking for.
Making this perk basekit (which is to say, its effect are active without needing to equip the perk) just isn't what you want.

I don't think he means that... my guesses are that:
Skull merchant can now make her drones wear survivors, and when the drones are hacked the new status effect vulnurable goes away. This feature is exculsive to p100 skull merchants tho.
Bubba has became a tech-edgelord and has now hacked DBD and got back his survivor faces to harrass people again.
Myers now has tombstone basekit, after full stalk + 30 seconds you become vulnurable and he can mori you. Doing this gains diffrrent masks to wear, and many call it hacking.
Just my guesses.
Edit: Wearing the faces make the character's face you are wearing vulnurable, and can get insta-killed by the saw.
