Better healing changes (Plus Boon: Circle Of Healing and Self Care)

Needless to say, the proposed healing changes for the mid chapter are awful. So here's a (maybe) better idea:

- Base healing takes 18 seconds

- Altruistic healing takes 16 seconds

- Medkit changes remain the same (They needed the nerf)

Circle Of Healing: - The self care ability will only be granted to the Boon's owner at 50% regular healing speed.

- Healing speed for healing other survivors are increased by 50/65/60%.

- Circle Of Healing won't stack with medkits or other healing perks

Self Care - Grants the ability to heal yourself at 40% normal healing speed.
