Dead hard... every Killers most hated perk.. BUT
i have to say something about that.
it seems like a lot of killer players ignore something.
while you complain about dead hard, you get something similar and that most likely every match especially when you have a bad latency.
i guess you already figured out what im talking about. Dedicated Servers.
while dead hard is extending a chase, Latency is literally ending chases quicker then it should maybe?
you guys dont even know how many hits you got what were maybe not a "legal" hit
since killer have the hit-priorirty ... makes sense.. because the killer is the one who comes with the hit, you dont even realize if the hit was actually "legal" right? so.. you guys complain about DH for years but you dont even know how survivors suffer from these stupid hits.
when i play survivor with my 20-25ms in average i get the worse hits u can imagine and its not always a killer from a region far away.
dedicated servers are very bad in Dbd thats a fact. i dont know what kind of provider BHVR is using but while i get 25ms in dbd (europe-frankfurt) servers i get like 10ms in valorant also europe-frankfurt servers.
this is just a side information.
and what i cant believe is, is that BHVR is changing or wants to change DH the second time while dedicated servers or mostly high latency killers get literally rewarded for living somewhere far. so where is the change to the servers BHVR?
Europe servers as an example is full with people from the russian region or even the arabic regions...
and i play 90% of my matches against russian killers since there are a lot players coming from russia.
how can you be so cool with changing dead hard over and over again when you ignore the fact that you give most killers free hits and as i mentioned at the beginning its literally the same thing just the other way around.
i dont care about dead hard or any perks... if you told me i will never get stupid hits again but i have to sacrifice all perks in the game i will say YES.
go nerf dead hard, kill this perk BUT please improve the dedicated servers, give the russian region and arabic region a server or even remove the servers but do something. for me personally playing against high latency killers is the worse thing and most unfun thing. (not even mentioning that dead hard is not working most of the time since the killer has the priotity in hits as mentioned)

That is not the full picture. There are situations where latency works in the survivor's favor. Mainly grabs. Grabs often get validated into hits that will miss their target. If your ping is bad, don't blame the killer for that.
I've seen some weird hits happen and I'd be happy to see those dealt with as long as it doesn't make survivors completely unhittable near pallets and vaults (I don't want to go back there, horrible times!).
DH is different from that. It's a meta perk that made this game incredibly stale. It took years and several killer meta perks to even get some changes to it. Now they change it again at the price of Pain Res, Overcharge, CoB and it's still not even a dead perk. Unlike these 3 killer perks. They aren't worth a perk slot anymore.

OP said that they have 20-25ms ping, how is that bad ping? The fault lays with the servers/game that pits people with fastly different pings together in one lobby.
The change to PR, COB, Overcharge etc. is mostly because of the massive nerf to base healing time and the medkits in general. You cannot expect survivors to do 5 gens, with nerfed healing, no CoH, and have the PR COB and Overcharge as they are now. That would obliterate SoloQ. Good swf players will probably be fine.

SoloQ will be obliterated anyway. Just as killers. We're probably going back to where some top tier killers and high level SWFs are dominating everything.
In my opinion the healing nerfs were too heavy. Altruistic healing was never an issue and shouldn't be touched but making perks completely useless cannot be the answer.
