Aren't the tools of torment chapter release cosmetics supposed to be buyable with shards?

it's been 4 weeks since the tools of torment release (7th of march) and the very rare cosmetics for the characters from the chapter dont have the option to be bought with shards(same happened with forged in fog aswell after 4 weeks)

    It’s not accurately 4 weeks and might be a few days more but since that announcement all cosmetics have been made shard available except for certain event/seasonal cosmetics

    Maybe wait for the new version 6.7.0
